In JUN-2011, I direct-hired a Filipino FDW (Foreign Domestic Worker) in Singapore. Before hiring, I trawled the web for information on how to direct-hire a Filipino maid in Singapore but could not find anything useful and recent. Had a tough time gathering information on this topic for which I decided to write this blog. Hope this blog will make it easier for future employers. I also found it useful to contact Philippines embassy over phone to get my queries answered. One can contact them at +65.6737.3977 and just ask for labor office (http://www.philippine-embassy.org.sg/about-us-2/embassy-information-2/).
Background of my case: I found a Filipino maid who was working in my condo with some other employer. Her contract was expiring with that employer and she was looking for a new job. She agreed to work for me. But, before she could join me, she had to go back to Philippines to sort out some family matters. I thought, since I know her, I could direct-hire her without involving an agency. I was wrong. Read on to know more…
Just to be clear, ‘direct-hire’ means you have already identified the maid that you want to hire (not through the agency) and the maid is in Philippines. If the maid you know is in Singapore, employed with some other employer, the hiring will be considered as ‘transfer-maid’ as you are simply transferring the employer of the maid. Process of transfer-maid is pretty straight-forward and is not covered in this blog.
You cannot avoid the agency even if it is ‘direct-hire’: If the maid you want to direct-hire is in Philippines, the word ‘direct-hire’ is a little mis-leading. As per the regulations implemented in JUN / JUL-2010 by Philippines Embassy, Singapore, all maids who wish to work in Singapore from Philippines MUST do proper paperwork through POEA (Philippines Oversees Employment Administration). POEA formalities and paperwork are quite intense for which employers will need an agency in Philippines who can get this paperwork done for their maid. Since, the employers in Singapore would not know the agencies in Philippines, they need to engage some agency in Singapore who will have their contacts with agencies in Philippines. The agency is required primarily to do the paperwork in Philippines. Approved maid-agencies in Singapore are listed on the Philippines Embassy website – click here. Most maid agencies in Singapore who deal with Filipino maids (like the ones in Lucky Plaza) are approved by Philippines Embassy, Singapore.
How long does it take to get the FDW in Singapore: Most agencies I spoke with (about 50 of them) said that it takes about 4-6 weeks to get the FDW in Singapore. My maid arrived in 4 weeks (27 days to be precise) from the day I paid the agent in Singapore and gave him all the required papers.
How much does it cost to direct-hire Filipino FDW: Most agencies I spoke with (about 50 of them) quoted the fees in the range of S$2300 to 2500 to process direct-hire maid. This includes ALL paperwork required in Philippines & Singapore. But, I was looking for an agent who can just do the paperwork in Philippines as I did the paperwork in Singapore myself. I finally chose Hart Consultancy as my agent to do the job. They were also the cheapest. Hart Consultancy in Lucky Plaza (Contact Person – Raul, Tel: 62357537) quoted S$1500 for all paperwork in Philippines + air ticket from Manila to Singapore + work-pass issuance formality in Singapore.
My experience in working with Hart Consultancy has been great. There were no surprises, they guided me well and most importantly, they stuck to every date that they committed to. I would highly recommend them.
This price (S$ 1,500) INCLUDES the following:
– Medical test in Philippines – To verify that girl is medically fit to be a FDW. Takes 1-2 days.
– TESDA Training – This is a 3-day training where they teach household work and safety measures. This training can be provided by the government authorized agents in Philippines.
– OWWA Seminar – This is a 5-day seminar conducted by the government.
– Procure OEC (Oversees Employment Certificate) from POEA
– One-way air ticket (Manila to Singapore)
– Thumb-printing, medical test and work-pass issuance in Singapore after FDW arrives here.
This price EXCLUDES the following:
– Issuance of in-principle approval (IPA) letter from MoM, Singapore: I did it myself using MoM website (http://www.mom.gov.sg/services-forms/Pages/wp-online-fdw.aspx). It costed me S$10.
– Medical insurance & run-away bond in Singapore: I bought it directly from NTUC over phone. It costed me S$256 (plan – MI3E). See this link – http://www.income.com.sg/insurance/foreignmaid/premium.asp
– Philippines Embassy bond in Singapore for S$2,000: I bought it directly from NTUC over phone and it costed me S$35.
Summary of my cost:
1. Things that I did myself (IPA issuance + medical insurance + run-away bond + Philippines embassy bond): S$301.
2. Hart Consultancy Fees: S$1500
Total Cost: S$1801 (301 + 1500).
‘Shortcut’ to avoid: Some agencies I contacted suggested a ‘workaround’ to save money. They suggested to bring the maid from Philippines to Singapore as a ‘tourist’ on visit pass. This way they can avoid all the POEA paperwork in Philippines as maids would leave their country as tourist (not FDW). Once they enter Singapore as visitor, agency will take over and do the necessary paperwork to legalize her as FDW in Singapore. Apparently, she will need to leave Singapore once (typically to Johor) and then re-enter as a FDW. I found this option risky as maid has to lie (that she is a tourist) at 2 places – first to Philippines immigration officer when leaves Philippines and then to immigration officer at Singapore. If she gets caught, she would be sent back to Philippines which will lead to loss of money & time and she may even get a remark on her passport. I just thought that this option was just not worth the risk.
Financial benefit of direct-hire: If you find the maid through agency (regular-hire, NOT direct-hire), agency charges you (as employer) about S$3000 and as per the new regulations maids don’t pay anything. So, by direct-hiring a maid (where cost is SGD 1,801), it is an easy saving if SGD 1,200.

These are things I did myself (Raul did not do it for me):
1. I bought Philippines Embassy bond for S$2000 (that is what Raul asked me to buy) from NTUC and it cost me SGD35.
2. I also got IPA directly from MOM website. It took one day and cost me S$10. This is the link you can go to to apply for IPA for your FDW – http://www.mom.gov.sg/services-forms/Pages/wp-online-fdw.aspx
3. I also bought medical insurance and runaway bond from NTUC which cost me S$256 (plan type – MI3E). See this link for more details – http://www.income.com.sg/insurance/foreignmaid/index.asp.
For insurance and Philippines embassy bond, there may be cheaper (compared to NTUC) options available but since I trust NTUC, I went for it.
The above 3 things cost me S$301.
Raul gave me the package to do the rest of the following things for which he quoted S$1,500.
1. ALL paperwork, medical tests, insurance and any fees to be paid in Philippines.
2. One-way air ticket from Manila to Singapore.
3. Pickup the FDW from Singapore airport, take her for thumb-printing, medical test and get work pass issued in Singapore.
So, the total cost for me is 1500 + 301 = S$1,801
Raul asked me to provide the following documents:
– IPA copy
– Photocopy of my IC
– Photocopy of FDW passport
– Copy of the FDW medical insurance (issued to me by NTUC)
– Copy of Philippines Embassy Bond (issued to me by NTUC)
– FDW’s phone number in Philippines
When I contacted the Philippines Embassy over phone, I asked them if I need to buy Philippines Embassy bond or not and any other paperwork that I need to do to get my maid here. The answer from them was that I need to involve an agency in Singapore and they will do all the paperwork for me. I asked them if I can get the maid to Singapore without involving an agency and she said no as the paperwork and formalities are complex and cannot be done without an agency.

If I would have found a maid via the agency, apparently, they would have charged me S$600 and the maid would have paid S$2800 (7 month’s salary). My maid & I decided that I will just pay half the amount I would have otherwise paid. So, I am paying S$300 and she is paying S$1500. I think, I would have easily convinced her to pay the entire S$1800 as she is still saving S$1000 but I decided to also share some cost as I think it is just fair.
I have not spoken with Raul about the contract. Great – if he can provide me one or else i will just use the words / text / format from the one that I am using for my existing maid to create a new contract for my new maid.

POEA training became mandatory since JUN-2010 and my helper came to Singapore (for her last job) in 2009. For this reason, she did not undergo POEA training then. So, this time she had to undergo POEA training. However, I am not sure if she had undergone POEA training the last time, would they still ask her to take training even this time?

I hope my maid will be able to come sg soon as my current maid need to leave ASAP (she’s pregnant after home leave) one lady attend to me,(Raul was attending to someone else) the way she answer was not really helpful n it’s like want to finish me off soonest she can and when I explain to her my situation, the feeling she give me is she has no patience to listen and told me the doc will be submit on mon? I was like huh tmr is Thurs, y cannot submit tmr? My new maid told me she was undergoing testda training yesterday already. Jus hope things can speed up… Usually how long it will take to process the docs in philipines?
Wish you luck and hope you get your maid fast. In my case, it took 4 weeks for maid to come over. Next time you call up Hart, I would suggest that you either speak with Raul or Amy. Both of them are good and know their stuff. Raul is the boss and Amy does all the work.

Do you know if your maid underwent POEA training the last time she came to Singapore? If she has not gone through the POEA training earlier then I would say that she will need to attend it this time.
If she has already attended POEA training last time, then I would recommend that you call up Philippines Embassy and ask for labor office (number given in my blog) to clarify your doubt. You can also call Hart Consultancy (Raul) to get an answer.
If you get the answer, I will appreciate if you can come back and update it on this blog so that future employers can benefit from this.

I believe that she went thru POEA the last time.(That was 2004!). She has been working for me for 6yrs b4 she went home.(For marriage). Now she wants to come back at the end of this year. And my current maid contract end next yr April.

Hi Yasmine – My FDW did not have go through the safety awareness test this time so $1500 I paid Hart did not include this test. The reason why my FDW did not have go through this test this time is because this is her second stint as FDW in Singapore and she underwent safety awareness test when she came to Singapore first time as FDW.

Raul initially asked for the entire fees to be paid in advance but I negotiated and paid $500 in advance and $1000 after maid reported to me and he finished ALL the paperwork.

Me also kana left right up down directions from various agencies after our 17-year FDW went home for good few months ago. One of them even taught me how to take advantage of the FDW of their salary to payback the employers charges and offered to draft the conditions for me. Wow. Sometimes we’re so blinded by the abundance blessings living in Sg. I travel quite a bit on biz in our region, usually to third-world countries and I witnessed how unfortunate people really are, how they live and struggle just to make days meet. FDW had to leave their home, families and often very young children behind for years just to cater for enough basic needs for them. Working for free for 6-8months is just unimaginable to me. My children used to make fun at them when they drove passed us sitting at the back of the lorry but after some thorough explanations on what it means to work in a foreign land, they’ve changed their attitude and mannerism and nowadays they would wave at them as a sign of “thank you”. I don’t intend to charge my new direct-hire (yet to discuss with my spouse).

Agency said they already sent the signed contract to Phil Embassy last MOnday Sept 24.
On your experience, when should i expect my maid to arrive in SG?

I submitted all documents and made payment to the agency on JUN-1 and she arrived on JUN-28. So, the entire process took 27 days. I am not very sure of the sequence and exact time of the events that take place in Philippines but roughly this is how it looks like:

Apparently, the last step mentioned above (i.e. procurement of OEC) is the most time-consuming part of the process (1-2 weeks) and most agents cannot commit the exact date of FDW’s arrival in Singapore until they have OEC in hand. My agent sent my maid the every next day of receiving the OEC. From your comment, looks to me that your agent has applied at POEA for OEC and he is waiting for it come through. My agent told me that it can take anywhere between 1-2 weeks to get OEC from POEA.

My agent (here in SG) submitted signed contract to Phil Embassy for “Red Ribbon” last Monday Sept 24. She mentioned, it should be out after 7 working days, around Tues or Wed next week. After that, it will be sent to the Agency partner in Phil. for the maid will sign and submission to POEA.
I called my maid yesterday, she said she’s done with PDOS and medical. Results of the medical should be out by Monday next week.
My question is, is the “red ribbon” contract from SG a prerequisite for the TESDA and OWWA training?

I’d actually enaged Raul, and his service is good. We decided on the 2nd option that the SG paper work, maid insurance and stuffs are to be done by ourselves. Have you also bought Philippines Embassy bond from your insurance provider? After you do that, I think, next step will be for arrival of your FDW in Singapore. Then she will need to go to MoM for WP issuance and finger-printing. I had contracted Raul to do this bit.
The above information is nearly 18 months old. Things may have changed. I will suggest that you talk to Raul to be sure on what all needs to be done by you next.

I am so grateful for your post as the information is really useful and truly an eye-opener for me!! My story is a bit different though. I am currently residing in HK and I have 2 maids with me. But our whole family is relocating to Singapore this December as my husband has been assigned to work in Singapore. So, naturally, we want to bring our existing 2 maids to Singapore and continue to work for us! May I know if I can just engage an agency in Singapore and then direct hire my 2 maids from Hong Kong to Singapore, without the need for them to go back to the Philippines and re-do all the processes? One of my maids have been with us for 38 years already and our other maid is my older maid’s niece and we are not going to deduct any salaries from them because they are like my family!!! In Hong KOng, to direct hire a maid with all those documents and processes included in your list, we only need to pay around SG$600!!! And now you’re telling me in Singapore we need to pay SG$1500 for the same processes? This is really highway robbery for me and I am really shocked to hell! On a side note, one of my friends who brought her ex-helper back contacted Philippines embassy in person and they told her that she does not need to involve an agency as the maid had worked for her before (until last year). It may be a good idea for you to contact the labor dept in embassy to see if you really need to involve an agency since the helper you want to bring over has already worked for you.

My second helper will be leaving in Dec and I need to find a replacement. The agencies we spoke to told us that the latest policy requires employers to pay for the “loan” of helper I select (i.e. $1500-$2000) so there will be no monthly deductions of helper’s salary. This amount is in addition to the agency placement fee. In the event that the helper doesn’t work out, I will have to repeat the process to hire another helper with no recourse for the loan amount I helped the helper pay earlier. Not only does this escalates the cost of hiring, it also increases the risk of successful placement. I am not sure if this information is correct and would appreciate any advice.
My first helper suggests bringing her niece over so I started exploring the option of direct hire from the Philippines. I am keen to make enquiry with Hart and would really appreciate it if I can have your name and contact. Thank you.

If by SATA, you mean medical check up in Philippines, then it was done by the agency (not me).
According to Raul, the Filipino require medical checkup in Philippine which is in the package she quoted me. Upon her arrival in Singapore, FDW will require to go for medical checkup in local medical institution in order to support the application of Work Permit.
What I am referring is the local medical checkup upon arrival,in Singapore. Do you handle your FDW medical when she arrive? If yes, what are the fee and type of medical checkup needed for FDw?

The medical checkup in Singapore after my helper arrived here was done by my agent. I don’t know the exact fee and specific test required as it was done through the agent. The money I paid SGD 1,500 to the agent included the medical test in Singapore.

I personally thank naturelover for sharing his experience in “direct hiring a Filipino domestic worker” and I like to share is my experience to DIY through referral. In addition, the FDW I am applying for is a brand new without any experience so that when you are reading this, hope it will dive you a better idea the difference of experience and non-experience Filipino direct hiring.
I have tried several method and research quite a few website and resources, contacting MOM, Philippine embassy visit and calling all relevant authorities. Initially, I thought by doing myself without going through agent will help me in saving the loan the Filipino has to owe. But my sister in law, who works in immigration for expatriate shared her experience of the POEA can be very tricky and complicated. She has encounter some Filipino has to wait for 2 months plus and via some connection with their local higher authority to get her POEA done. This shocked me as I was cautions to take note of the expense I might need to fork out will be more than engaging Hart Consultancy work.
Before I summarize the step what is expected, pls take this as a guide until my FDW arrived in Singapore after the entire process and will post the final conclusion

Went down to Hart Consultancy last Wed and spoke to Raul personally of their current package.
Package A $2,200: Everything from Philippine to Singapore incl picking up your maid from Changi airport they will do it for it.
Package B $1,250: (All Philippine Documentation) Authentication of docs with Philippine Embassy, TESDA Assessment, Pag-ibig membership, Philippine Health membership, OWWA membership, Air ticket & POEA insurance.
Waiting time: 3-4 weeks from the day you engage them to bring in your helper.
Point to take note: Package B exclude medical in Philippine so you have to ask your maid to standby min 5,500 peso / S$170 for the medical fee and lodging in Manila. If she don’t have the money you will need to remit to her first.
We will be taking package B whereby everything in Singapore will be done by ourselves.

Currently I have book her from Manila to Singapore with Tiger and return with SQ. She says that the immigration may not let her in as its of different airline. Is this true? Hope you can help me

Hi June –
First of all, if you are bringing the maid to Singapore through proper channel with all documentation, I think, you only need to provide her one way ticket (Philippines to Singapore). You must have involved some agent to bring her over. Right? If yes, then you may want to double-confirm this with your agent as well.
Secondly, it should not matter to the immigration office which airline passenger is traveling on. This is just based on my personal experience of traveling extensively over the last 10 years.

No no agent is involve. I did everything and basically I have done what is needed on my side. She told me that the immigration did not let her in even though with the documents. So I have rebook her ticket. I reckon that she come in as tourist and flight Manila to Singapore via tiger and Singapore to Manila via SQ. Now I am worried as she suppose to fly in tmr at 9.40 am arriving and departing Manila at 6.10am…
I was guessing that is what would have happened in your case. Your maid is trying to leave Philippines as a tourist which is illegal (not proper channel and documentation) because she is trying to leave Philippines to work (not for tourism) in Singapore. This is what I described in ‘shortcut to avoid’ in my blog precisely due to the kind of problems your maid is now facing. My guess is immigration officer is doubting the fact that she is a tourist to Singapore for which she was sent back.
My recommendation is to bring her to Singapore with proper paperwork through legal channel. For more details, on how to bring her to Singapore legally, read my blog in detail.

I just engaged hart consultancy on Fri, they said as of Jan $1300 for package B (paper work in Philippines) is $1300. Hope everything will go smoothly. Thanks to this blog I was able to find a good rate. Else, other agencies would have ripped my helper off in the Philippines. I was attended to by Giselle. She was very helpful and professional. I went to a few agency all of them quote me different price and is all above $2300, some even quote me 3k plus and tellingl me to take their maid or their maid who are waiting to be transfer out.sitting around in their shop.I know what I wan and what I need. If you are going to bring back an EX maid who worked for you previously , you DO NOT need to go through an agency AT ALL. I have verified this with the Philippines Embassy here. The procedure for getting the paper work done in Singapore is described by Naturelover above. The procedure in the Philippines in this case (bringing back an ex maid) is not clear, because no one has shared it. If you are planning to do so, please save yourself some money, talk to the Philippines embassy about the documentation requirement on the Philippines side, bring your ex maid over and share with all of us your experience.
Another tip – in the general case of a direct hire in which the maid is not an ex maid, you actually do not need to go through an agency here. PROVIDED you have the contact of reputable agencies in the Philippines. You can ask your prospective maid there to make contact with the agency to get the Philippines paper work done. By doing this, you eliminate the need for an agency here and save another bunch of money. Does anyone have any information to share re reputable agencies in the Philippines?

One of my friends has been able to re-hire her ex-maid (from Philippines) without involving an agency. She visited the Philippines embassy and they explained her the process of re-hiring her ex-maid. Unfortunately, I don’t have all the details. I will suggest that you a visit to Philippines embassy and meet somebody from the labor department. It may help you save you some money.

Unfortunately, I don’t have the answer to your question. If you don’t get the answer, I will recommend you to contact any Philippines Embassy (you my have to pay them a visit). If not, call up some agencies, they should be able to tell you.

Hi Nature Lover,I already went to Hart Agency & mentioned Ur name. They quoted me 1.3K as I’ve done the IPA & bought the insurance. I’ve paid them $800 & balance have to be paid when my maid arrived. Now my maid is taking her OWWA test & she’ll arrive Singapore most probably end of May or early June. I’d like to thank U coz if U didn’t write this blog,I can’t bring my maid in. I enquired other agencies,they quoted me around 2.5K even though I have the IPA. Once again, THANK U so much! To those who wants to hire Ur own maid,just go to Hart Agency. Hi. I did not understand why your “direct-hired maid” had to leave Singapore for JB? Is it because she did not have an IPA during that time? Once an FDW receives an IPA, she can come to Singapore anytime and do the formalities – i.e. medical, training, issuance of pass, etc.
My helper did not had to leave Singapore to JB since I had brought her through legal paperwork. Read my blog again – I think you misunderstood it.

Thanks for your blog again. I have engaged Hart Consultancy in mid of April. It took nearly 6 weeks to deliver my maid to my home. This is due to some papaerwork issue with MOM. My first application was rejected by MOM. It usually takes 2-3 workings day to get approval. In my case, it took nearly 10 days to get approval. Please check with the MOM website before hiring.
It seems the price has been fixed by Hart Consultancy. They come out with 2 package. Package A (1.3K) & Package B (2.2K).
Package A: ppwk in Philippines, deliver your maid to airport only.
Package B: ppwk in Philippines & Singapore, deliver your maid to your doorstep.
Both packages exclude your maid expenses in Philippines. You need to fork out extra $160.
I chose for package B. Overall, I am very satisifed with Hart Consultancy service.Their price is reasonable compare with other agent. I found their service is reliable. My maid is the first timer come to Singapore. She has been working with me nearly a month. I have found no issue at all.

I have a slightly different set of questions , if i can ask here
1) I have an existing maid who contract expires on Aug 17th. She has been with me for 2 years having been hired through a local agency with all paper work and training , the full yard of insurance , agency fees etc been paid.
2) She is planning to go back to Philippines for a break and willing to return / re-contract with us from Oct 14th , 2013.
3) We have booked her tickets for her return and need to take a call on either to terminate her contract / extend it.
The questions:
a) Will she need to come under a “direct hire” process and repeat point 1 above
b) should she be left to return on a “home leave” , let her buy return tickets ( on reimbursable basis ) to be paid to her upon joining back
c) can the entire agency fees and associated charges of a direct hire be avoided / negotiated / waived off if its a home leave / any other option.
d) most importantly , can any of these processes be done without intervention of an agent.
e) If the home leave option is exercised , in the event of the maid not returning under any circumstances , is the liability and los entirely mine ?
Would really appreciate , if you or anyone else in the forum can throw some light on this either through personal experience / knowledge of the process through anyone else’s experience.

Hi, just to update all, Hart agency just informed me that they are not processing any more applications as a moratorium was just put in place by the Philippines government to stop Filipino FDWs from being hired in Singapore, due to dispute about agency fees. This will take effect 2 Sep 2013.

IPA is now approved and bought the insurance fr Ntuc,next step now is to submit all requirements to Gizzele of Hart consultancy and hopefully my helper will arrive soon. I was quoted $1300 while other agencies i spoke to quoted 2500 and above. Btw just to share, i came across about your blog as i want to hire a new maid from philippines bec. I want to change the transfer maid that i hired in january 2013. This transfer maid has been working in singapore for 6 yrs but i find her unsuitable to taking care of my 10 months old baby.

I contacted Hart and they are asking for S$1300, including everything you got done minus the procedure my maid would need to undergo once she is in Singapore (finger printing, medical, training). I’ll get that done myself.
The only thing pinching me is that Hart is saying they are going to charge the maid close to S$ 200 for getting her medical done in Phillipines. That came as a surprise to me because I didn’t find that in your post or in any of the comments. Doesn’t seem fair to me. Can you please help me with your referral so that I can negotiate with Hart. Just wanted to say, that if your potential maid is in Singapore, she does not need to go back to Philippines, but could go to Malaysia for example. so you do not need to pay 1500 dollars to the agent. Once she exit Singapore you may apply to MOM site for the FDW permit yourself, and the rest as listed.

1. I am PR. Not sure if S-pass holders are allowed to hire maids. You may want to check with Raul from hart consultancy
2. Yes. I pay SGD 265 per month as govt levy. this money is over and above the salary I pay to my maid.
3. Most maid contracts are for 24 months so is mine. The agency fee is a one-time fee and is independent of contract duration. Upon renewal of contract (after 24 months), we don’t have to pay the agency any money.

I was expecting that the rates are the same but when I called up their agency, they are now charging $2200.
I just direct hired one last week. This agency charge me only $1900 (previously also $2.2k). Very good service. They brought my helper to my hse without extra charges. Pm me if u r interested.

Hi . We “direct hired” a helper from the Philipp. I would like to know if we had done it through the Agency (and not direct hire) how much would it had cost the helper. What I want is to be fair and deduct from her salary what is lowest of the two procedures because I think it is not fair that she pays more because of the procedure we chose (direct hire). Unfortunately at the moment I cannot pay for all so I need to deduce from her salary but I want to deduct what is fair for her too. thanks for the advice, urgent, thank you !
As per the new regulations implemented by Philippines embassy, helpers pay nothing to get a job in Singapore even if the agent is involved. Employers are to pay all the expenses to the agents. This is the reason the fees to hire Filipino maid has gone up significantly from around $600 to $2,000 since this new regulation came into effect last year.
Hiring a direct maid has it’s advantage and disadvantage. Advantages is that mostly new comers in SG is hardworking, they don’t have any friends so they only think of working and earning money. Only problem is if you got a “bad” one because you have to send her back to PH and you need to cover the air fare.
This is the good thing about the agency there is a replacement period.

I would suggest you contact the Philippines embassy labor office as one of my friend was able to get her ex-maid back to Singapore without involving an agent. I would suggest you to visit them in person. If that does not work out, you could contact an agent.

My FDW’s is due to expire on 31 Aug 2014. While I attempt to renew, I found my FDW’s passport is due to expire in July 2015, leaving me with insufficient time to get a full 24 months renewal. Preparing to learn, I asked around and goggles the relevant webs. Get my way around, I guess.
I would like to share the following with you and those who read your blog:
1. FDW’s Passport Expiry Date
AS Employer, it is prudent to make sure that the validity of your FDW’s passport has sufficient period to cover the next MOM WP’s renewal, otherwise you will not be able to get the normal 24 months validity for the renewed WP. The minimum passport validity period to get a full 24-month WP is 24+2=26 months, commencing from the date of commencement of the renewed WP. You may look up the MOM web for details on scenarios leading to a less than 26 months WP.
2. Special Pass/Short WP extension
In the event your FDW’s WP is due to be renewed and her passport is soon to expire, you may apply on-line for a special pass for a short WP extension (SP), while waiting for the FDW’s renewed passport. The standard extension is 28 days (Std Ext). However, a longer period may be granted upon request supported by valid reason. I have checked with the officer at the MOM (WP Issuing Section) who has implied that a longer SP period can be considered if the SP expiry date still falls within the expiry date of the Medical Insurance and the MOM Security Bond (in my case 31 Oct 2014) supporting the due-to-expired WP (31 Aug 2014.
Application for a longer than the Std Ext can be made by email ( mom_wpd@mom.gov.sg ) addressing to the WP Issuing Section, citing your reason which must be duly supported by the Passport Collection Slip issued by the Philippine Embassy in Spore, stating the date the FDW’s new passport is ready for collection. See Item 3 below.
3. Renewal of FDW’s Passport at P. Embassy in S’pore
This is not a complicated process. Firstly, the FDW must make an appointment on-line to submit the application. Waiting period for the appointment is about 8 weeks. The processing period for the new passport is 8 to 10 weeks, On the date of application, FDW will be issued a Passport Collection Slip which you may use to support the application mentioned above.
The application must be supported by a Std Employment Contract duly verified and authenticated by the P. Embassy (can do it yourself. Cost S$42.00 + S$17.50). Application must be supported by a S$7,000 Embassy Bond (cost : S$71.69).
4. Renewal of WP Already Extended by a SP
Upon receiving the approval from the MOM on the expiry date of the SP, you should proceed to renew the WP on-line, on the day the FDW has collected her new passport. (I am not sure whether a 2nd Renewal Notice will be issued to you in this case).
5. Note that by virtue of the SP, the commencing date of the renewed WP will be one day after the expiry of the SP.
My case is still at waiting stage. MY FDW is due to make application mentioned in Item 3 above on 5 Aug 2014. If all goes well, The Collection Date should be around 1st week of Oct 2014. I need to ask for a 8 weeks SP, at least.
I hope the above is useful. I welcome comment. Please correct me if I am wrong.

Am helping my brother as he might bring in a ‘direct hire’ maid (neighbour of our maid) – have got various quotations and they are NOT cheap. Also a lot of sales talk, mainly about no guarantees so why not take a maid who is on their books, etc, etc. They also want to charge a placement fee of 2 months’ salary – bit of a cheek since they are only organising documentation both ends with a bit of work to get the maids to attend various courses and medical exams.

Hi, I am just working on a direct hire for my brother. I called a few agencies (excluding Hart because I had not yet found this blog then) and prices vary. If I were energetic I would visit a few and go through their list of charges, but I decided to go with one that is conveniently located for me.
Handling both Phil and Sin side will cost about Sin $3200; there will be some a bit more expensive and you will also no doubt be able to find some who charge less.
Also take into consideration that the FDW will have to get herself to, say Manila, and stay there while the agency there sends her to take her course, have her medical, do her documentation. That will involve travel to and from her home province, accommodation, local travel and living expenses – not a lot in Singapore terms but still some outgoings.
I think that somewhere else I read the experience that someone had with Hart; they had some problems over fees. So make sure that you are comfortable with the people you are dealing with; sometimes it is a false economy to go with the cheapest.
Bear in mind too that maids are a source of income for agencies there and here, and often they are exploited. Mine was in debt to 9 month’s salary and her agency brought her over under a tourist visa!!!
We as employers are also gouged, so beware of agency personnel. There is far more than meets the eye and at the ned of the day the government’s get in the game of making money too.
Do your due diligence.

This is really a very useful blogs and informative, thanks so for sharing. as I recently exploring a direct hiring process from various agency and the fees is not cheap ($1800-2500) for direct hiring case.
But one thing I have not found an answer from above was the medical test, which I was told for direct hiring if the maid failed the medical check up in Singapore then the agent processing fees is not refundable, meaning you got to pay exactly the same fees to get another maid. So it sound like quite a risk to the employer like me. Did anyone heard about this rules?

Good point. Yes – most agencies would still expect us to pay them the full fees even if the maid fails the medical test in Singapore. I also think it is fair. The reason would be the agent was contracted to just do the paperwork for a maid already identified by us. He was not contracted to hire the right maid for us. So, if the maid turns out to be a wrong one, this would not be agent’s fault.
If you want to avoid this risk, there is a simple workaround – hire the maid through the agency. This way agent will replace the maid if she fails the test in Singapore but their fees will also be higher that direct hire fees.
Yeeesss, that unfortunately is the case. Although one would think that the agency in the Philippines would send her for a proper enough medical that would highlight any obvious medical conditions like very high BP, shadows on the chest X-ray, etc.
But hiring the maid through the agency likely will cost more even though you presented her to them on a platter.
Anyway no harm investigating – and tell us what happens!

My FDW has been with my family for over five years now. However, I did not even bother to go through an agency considering that the total cost of the paperwork required by the Philippines Overseas Labour Office (POLO) is only SGD 110 even though POLO stated in their email reply to me that:
“Direct hiring of a Filipino household worker is prohibited by our law. You can only do that on renewal. You shall be required to engage an accredited agency to complete what you have started. We have in our website a list of agencies licensed here in Singapore and accredited by the Embassy.”
When you add up the cost of purchasing her air tickets via budget airlines such as Cebu Pacific or Tiger Airways etc. as well as the SGD 71.69 (inclusive of GST) to purchase the S$7,000.00 performance bond required by the Philippines from NTUC Income, it really doesn’t add up to the cost of forking out SGD 1,500 to a licensed agency in Singapore that is accredited by the Philippines Embassy. The agencies in Singapore, their counterparts in the Philippines acting as representatives and POLO are all in this “corruption” loop.
Here’s the breakdown of the costs pertaining to the paperwork required by the Philippines:
1. Authentication of Contract – S$42.50
2. Verification of Contract – S$20.00
3. OWWA Membership – S$42.00
4. Overseas Employment Certificate – S$5.50
Total – S$110.00
You can find the above information on the website of the Embassy of the Philippines at http://www.philippine-embassy.org.sg/labor/hsw/employment-docs/
Here’s how I did it:
1. My Filipino friend who works here in Singapore on Employment Pass accompanied me to the Philippines Embassy to fill out an Affidavit. Basically, it’s an invitation letter to allow the FDW to legally leave the Philippines as a bona-fide tourist to Singapore. The cost of getting this affidavit authenticated and notarized by the Philippines Embassy in Singapore is SGD 42.50 nett.
2. Make a copy of the affidavit and mail the original copy to your FDW preferably by registered post since your FDW will need to present the ORIGINAL copy of the Affidavit at the immigration customs in the departure hall of Manila airport. Also, remember to mail the i) In-Principle Approval (IPA) Letter and ii) Acknowledgement Letter for Receipt of Insurance Guarantee for Security Bond (SB) valid for two years as she will need to present these two documents upon her arrival at Changi Airport in Singapore.
3. This is very IMPORTANT! You’ll need to buy her a two-way air ticket so that the immigration ofifcials will know that she will be returning to the Philippines and that she will be in Singapore for travel/leisure purposes and not to seek employment here in Singapore.
The purpose of the affidavit issued by the Philippine Embassy in Singapore acts as a binding legal oath that my Filipino friend will be “sponsoring” her trip here and overseeing all her expenses and accommodation of his “relative”.
Remind your FDW to act neutral at the airport, don’t mention AND show any documents required by Singapore’s MOM i.e. i) In-Principle Approval (IPA) Letter and ii) Acknowledgement Letter for Receipt of Insurance Guarantee for Security Bond (SB) as all these will give the game away.
4. With regard to the necessary paperwork (valid for two years) required by the Philippines, you don’t have to do it upon her arrival in Singapore. But you will need to have it done at the Philippines Embassy in Singapore when she intends to return to her hometown on home leave. With this paperwork issued by the Philippines Embassy in Singapore, she can present them at the Manila airport and legally leave the Philippines as a bona-fide Overseas Foreign Worker (OFW) upon her return to Singapore.
In this way, the money that you have saved can be given as additional goodwill bonuses to your FDW instead of funding the “corruption coffers” of POLO as well as the agencies both here in Singapore and the Philippines.
Please note that this task was accomplished with the help of a very kind-hearted Filipino friend who is still working here in Singapore and who has great empathy towards the plight of his fellow Filipinos who have left behind everything that they hold dear back home in the Philippines so as to work as FDWs here in Singapore in order to provide for their families back home. POLO may have changed its procedures and processes now to make it even more difficult to hire an FDW directly from the Philippines without the need of a licensed agent in Singapore (it’s a profitable industry for them) so I wish to stress the important need for potential employers to exercise due diligence before undertaking a similar task.

Thanks for the very informative post. You mentioned that you bought the 2K performance bond to Philippines Embassy yourself. But I thought that this 2K is only applicable for accredited maid agencies and if we were to do it ourselves, we’ll need to furnish a 7K performance bond instead?
Yes – I bought 2K bond for Philippines Embassy and that is what was needed in 2011. Please note things may have changed in the last 4 years for which I suggest you check with an agent or with Philippines embassy (labor dept).

But now i talk boss aboz that she say she will send me there.. And the queztion is ? Is this still have appointment to pass the requirements?
Hi, I have done some extensive research into this matter as well to try and avoid using an agent in the PH to get all the paperwork sorted. From what I read on the POEA website (as of Aug 2015), it is possible for the worker to exit the Philippines without an agent if they have already secured an employer in Singapore. The FDW has to do all the paperwork herself at the POEA office and follow the list of requirements as per below. (It will be easier for those FDW that have previosuly worked in SG before as they will be exempt from a few of the requirements) They will obviously have to work in conjunction with their prospective employer in Singapore to help co-ordinate some of the paperwork that the POEA require. Also the employer will have to organise her flights and the paperwork required to enter into SG once the FDW’s OEC has been finally been issued and she is able to leave the country.
It seems pretty straight forward for the employer from the SG side to get a new WP issued. Obviously you just have to meet all of the requirements that MOM states re: hiring a new FDW. They list all of this information on their website and the staff on the MOM hotline are super helpful.
I really do sympathise for these FDW and how they are exploited by these agencies!!! It seems normal practice to deduct around 8 months salary for them just to leave the PH and then of course agencies in SG also want a cut. Hopefully with all the transperancy around how to do it successfully without agencies we can at least give FDW and employers an OPTION!!
BTW – I did contact an agent here in SG (Amy @ JVKM consultants) to find out some information on the PH side. They quoted $1,500 to sort out all of the paperwork on the PH side. This included her airfare over to SG. She was super helpful with everything! So if you wanted to engage an agency to handle the PH side of things then perhaps this is an option. Hello! I am still here in Singapore on a social visit pass and can still stay until march 26, but my return ticket is on tuesday (3/22) early morning. I have no luck yet on getting a job under the s pass category so I thought maybe I can try the FDW sector again since I am not a picky worker and I also have a family to support and a brother to send to university. My last job was in Saudi Arabia and I worked there as a household service worker, english tutor and part time architectural designer of my host family. I have been volunteering at MINDS Clementi TDC whenever possible (no walk in appointments or job fair to attend to). I cannot tell directly whether I am good or not but my previous host family insisted for me to stay, or come back if ever I will change my mind. Problem is, I dont want to go back to Saudi Arabia anymore no matter how great my host family is. I can give reference info of my previous employer, I also have a Singaporean friend and you can ask her about me. If possible I would want to take care of children besides the house chores as I love kids in every way and they can definitely relieve stress. But I can also take care of elderly or people with special needs as it gives the job a better purpose. With the s pass category, I wasnt lucky.. though I am ok with any kind of jobs, my Singaporean friend advised me to reconsider applying as fdw as she knows that not all Singaporeans can be good employers. Hi Cherelyn! There are some agencies who waived the agent fee for FDW already. Check the workabroad.ph for list of agencies for Sg without placement fee for FDW. But check first if the agency’s license with poea is still valid to avoid illegal recruiters.
I went to a Ph agency yesterday and asked for a waitress job vacancy in Sg. Proposed salary is 2000sgd. But after processing the necessary papers and before I can fly to Sg, I have to shell out 2000sgd for the Ph agency and another 2000sgd for the Sg partner agency. How can it possibly be paid by majority of applicants if the reason why they want to work abroad is because they need better salary compared to local jobs here? Some would just consider the fdw positions. Low salary means low agent fees. You will pay for how much your salary is worth. If youre gonna be an fdw, everything else is free (shelter, food, etc.). But if youre gonna be a waitress, you still have to budget your salary til you end up with few dollars to send home.
That’s why one has to think about these things before coming to SIN. Also it is difficult, so I understand to come as a service staff and then change to a FDW. Also the agencies make money off everyone!

I am trying to do a direct hire and found one agency that quoted me the price of $1800 excluding air ticket, insurances. Is it true :that this sum is to be borne by the maid? Or employer split the cost?
Depends on your agreement with the maid. I’m currently engaging with my employer’s agent. Since they offered me a salary of 1,050 a month, sg agency asked for 2 months salary as their fee, progress billing, 500 deposit to start the application and they requested me to undergo a medical exam at my expense, another 500 upon issuance of in principle letter of pproval, then the 1,100 to be deducted from my first 2 months of salary. Airfare will also be shouldered by me.
I guess when you name hire or ‘direct hire’ it depends on the employer and fdw’s agreement whether who to shoulder such fees. Compromise with each other because the fees are just too much for just one party to solely bear.

Hi Abegail, good that you are recommending n looking out for your sibling. Couple of things you should advise your sister. POEA does not allow leaving Php as a tourist to Singapore to work. They have tighten up their act to deter OFW from leaving without proper leaving documentations. You should advise your sister that POEA doesn’t allow any salary deductions. MOM allows upto two months. That is the contentious part btw the two labor authorities . Of course Php and SIN jurisdiction act on their own. So it’s up to the Employment agency & employer as to who will absorb all the fees. Do not get fooled by unnecessary payments.

1. You should call the FDW helpline 1800 6339 5505 ( or +65 6339 5505 for overseas callers ) or she can also go lodge a complain that she is overworked n not given enough food, at the Foreign Manpower Management Division, MOM services Centre, 1500 Bendemeer Road. See website: http://www.mom.gov.sg. The Singapore government takes it seriously when an employer mistreat the foreign domestic worker.
2. Flight Ticket and all repatriation costs to go back to Philippines is paid for by employer. In the Conditions and Regulatory Conditions of Work Permit. Part 1 of Fourth Schedule states that the employer shall bear the cost associated with repatriating.
3. In Singapore, service fees that can be charged to FDW shall not exceed one month’s salary for each year of the period of validity of the FDW’s work permit, subject to MAXIMUM of two month’s salary of the FDW. Nowadays, some agencies do not deduct the FDW salary as the employer pays for it fully.
Please tell your sister to lodge a complain at the Philippine Embassy that this agency is overcharging according to POEA laws.
I hope you will find some justice in Singapore, as there is. You need to be informed to know your rights. Knowledge is power.

I’m a direct hired from Philippines..i came here as tourist visa but my employeer done alredy my papers here as FDW..infact,the day after i arrived i did medical(fit to work) then went to settling program in MOM and thumbnail..after 3days i got my working permit..problem is i don’t have OEC,anything aside our contract.now,my boss permitted me to go back philippines to visit my son for 1week only but how can i come back here since i don’t have OEC which is required in POEA..my employeer want me to shoulder all the expenses..what shall i do to get an OEC and how much it cost if i pass thru agent since i can’t process all by myself?
Sorry to hear your situation. I believe you should talk to an agent or Philippines embassy. I would suggest you to follow the right procedure this time (even if it’s expensive and time consuming) to avoid being in a similar situation in future.

If you know the agent in Philippines, I guess you could let them do the paperwork there. Singapore paperwork is pretty straightforward and one could easily do it online.
If you know agent on the Philippines side, you may let them do the paperwork there. Singapore paperwork is easy and can be done by the employer. Such was the case 5 years back when I hired my helper. You may want to double check it.

Thanks for the post. Initially we thought we can hire fino maid directly without any agent but that is only true if the maid already have OEC (Overseas Employment Certificate). If not, you need an agent in Philippine to help your maid to get thru that. However, since we do not know any credible agent in Philippine, we have to find one in Singapore to help out. Initially we tried to the agent posted above but my wife finally found a cheaper and friendly uncle to help us. We love his service and he is very patience explaining everything in detailed for us, he is fast too and very efficient.His price is SGD 1388, including POLO bond as well – he did that free for us.

I’m still in the Phils and will be in SG by end of April. Looking at getting a FDW direct hire and was given by AA Agency in SG with a quote of S$1300 which includes:
– Application permit
– Issuance of work permit
– Medical Fee in SG
– One way ticket from MNL to SG
– 2K bond polo
– embassy contract
EXCLUDES:
– Insurance in SG (S$ 264-354)
– Philippine Insurance (S$ 105)
– Fetch helper from the airport (S$ 80 – optional)
– Settling in Program (SIP) – this is mandatory for first time FDW (S$ 105)
PHIL EXPENSES:
– Medical Fee (Php 3,900)
– 18 days training in POEA (Php15k)
– Philhealth, Pagibig, Pidos (Php 2820)
Processing will take 6-8 weeks.
As you have mentioned, the insurance (medical and runaway) you have processed yourself but so I asked the agency if I can just process the insurance myself and they said I can, however they said it should be life insurance. So with this I am still not clear what to get.

FWIW, I called up Hart Consultancy today and spoke with a staff member there (Rahul was traveling). The updated price for them to handle the Philippines embassy requirements is $1,850, but this is inclusive of 24 months insurance from Ergo (standard $15k hospitalisation cover), excludes MOM $5k indemnity cover (which can be added on). You can get a $150 discount if you opt to exclude the insurance from them. There is also a ~$50 discount or so if your FWD has done the courses in Manila previously.
I have not decided whether I will definitely proceed with the direct hire route, but if I do, I will most likely do it through Hart Consultancy.
